Fifteen years ago, when I launched my book, Outrageous Learning: An Education Manifesto, you were kind enough to allow me to speak on a topic I was passionate about. I am now 76 years old and still passionate about K-12 reform. I have returned to school to pursue a Ph.D. in Education. Part of my coursework involves understanding a key component of K-12 reform: the financial models. My 20-minute presentation, “Making Cents of K-12 education finance in WA and the district level,” offers an engaging look at how much we invest and the outcomes in K-12 education. A brief Q&A session follows.

Andrew Ndayambaje is a resource mobilizer and human services professional with over a decade of experience in trauma-informed services, both in the nonprofit and government sectors. He specializes in collaborating and supporting agencies that provide comprehensive services to families and individuals, helping to remove barriers to success and address human services needs within communities.

A graduate in International Community Development from Northwest University, Andrew is dedicated to creating equitable access to services for underserved and under-resourced communities. He draws inspiration from his grandparents, who not only preached the gospel but also actively lived it by advocating for social justice, loving their neighbors, and promoting human rights for all, particularly for women and children. Andrew is deeply committed to community service and working with marginalized groups, firmly believing in equal opportunities for everyone.

Andrew is a co-founder of the Rev. Yohana Runyange Memorial Foundation. He works for the City of Bellevue as a Human Services Planner.

District Governor Jeff Borek has worked for the IBM Corporation for almost 30 years. He currently leads the Open Source Program Office and works in IBM research to build a scalable and consistent AI software supply chain security framework. His work includes policy, execution, and guidance. He also promotes the concept of open source Artificial Intelligence as an international speaker.

In 1987, Jeff was chosen by the Rotary Club of Seattle to be an England Group Study Exchange Team member. Thirteen years later, in 2000, he joined the Seattle4 club. He served as Seattle4’s Foundation President in 2018-19, and was Club President in 2020-21. He joined the line of 5030 Governors in the fall of 2022, which was announced by the first female President of Rotary International, Jennifer Jones. Jeff lives on Mercer Island with his wife of 28 years Kellis. Jeff and Kellis were both born in the Pacific NW and have a son, Jackson William Borek. Kellis recently joined the Mercer Island Rotary Club. Jeff holds a BS in Mechanical Engineering from the UW and an MBA from Seattle University.

Dr. Cheryl E. Haskins is a nonprofit executive, author, and consultant with more than 17 years of leadership experience serving children and families in Washington State. She is the Executive Director of City Ministries in Kirkland, where she oversees a range of programs including foster care services, affordable housing for foster families, and educational initiatives designed to strengthen communities.

Through its partnership with the State of Washington, City Ministries has helped more than 150 children find stability through reunification with their families, adoption, or other permanent placements, while maintaining an exceptional record of children not returning to the foster care system. The organization also developed Rose Hill Cottages, a residential community designed to support foster families and provide stable housing in the Kirkland area.

Dr. Haskins holds an MBA and a Doctorate in Ministry and Leadership and regularly advises nonprofit organizations on governance, strategic planning, and sustainable growth. Dr. Haskins is also a proud recipient of the Lakeland Rotary Youth Achievement Award.
