President Pat Dye called the November 22, 2010 Kirkland Rotary meeting to order at 6:30pm.  Rick Ostrander led the members in the Pledge of Allegiance.  Pat thanked Rick Walter for greeting and for scribing.

Destry Seiler, a junior at Juanita High School joined us as our student of the month.  In addition, we had several spouses in attendance – Patty Shinstrom (designated driver) – Peggy Ostrander – Sharon Hunter.  Doug Hardy was in attendance who has applied to join this club.

Pat reminded us about the District Conference in Portland in April (April 29 – May 1). She also informed us that we have a new District Governor – more information to come.

The Christmas Party sign-up sheet was at each table – December 5th at 6pm at Lucia Restaurant – 222 Parkplace Ctr in Kirkland.

Rick Ostrander is looking for volunteers to participate in the Bell Ringing for the Salvation Army – the location will be the QFC at Park Place. They are two hour shifts.

Don Dicks gave the club an update on the Rotary International Foundation status of contributions – which is increasing every meeting. He also mentioned the matching points program is still good thru the end of the December.

Don also awarded the Paul Harris Fellowship pin to Tom Sturgell and Jim Feek – both are Ruby plus Six. In addition, Makaylaa Powers received her Paul Harris Medallion.

The evening’s program was started by Chief Eric Olsen who introduced Captain Mike Ursino. Captain Ursino ran us thru “DUI 101” – what everyone should know. He was assisted by Officer Jon Ishmael. Club members Steve Shinstrom and Kathleen Kehrli were the two volunteers – they drank shots of Vodka during the presentation and were both tested throughout the evening.  (Editor Note:  Felt great this morning and thanks for all the laughs last night.  Very informative evening.  Eventhough I was only at a .06 I would have guessed I was beyond .08 and shouldn't be driving.  Can't imagine what it must be like to be a .15 based on how I felt at .06)  Kathleen went first and Officer Ishmael had her recite the alphabet and also walk a straight line. Steve also walked the line but he had to perform the nose touch with the finger. They both gave breathalyzer tests in addition so that the officers and the audience could understand what alcohol blood level each of them had over the two hours of drinking.

Maui Barber, a Kirkland prosecutor, gave us an understanding of the legal implications to a DUI.  The law and the punishment are different depending on the alcohol level – under .15: 1 day in jail, $865 fine, and a 90 day license suspension. Over .15: 2 days in Jail, $1,120 fine 1 year suspension. Prosecutor Barber then took questions from the club.

Steve and Kathleen both continued to consume alcohol (a total of seven shots) and they both appeared to be under the influence even though neither reached the .08 level.

President Pat thanks the guests and the two “guinea pigs” for their presentation and adjourned the meeting at 7:50pm.
